I am from Casper, Wyoming, but I have visited Cheyenne unacountable times and I would say it is a great city due to its location and size.
Realize it is tied with Casper as the 6th Windiest City in the USA, so if you like wind you will love Cheyenne. They also have the Cheyenne Frontiers Day Rodeo there every year, so if you are a Cowgirl you will love it!

T-T-T-Tooth Ch-ch-ch-chattering c-c-c-c-cold. Get yourself a skiing or snowboarding outfit. Wear long underwear. Get yourself a full face stocking cap. Gloves with liners. Maybe even goggles to keep your eyeballs from freezing. Socks and ski socks, wool socks wear them all at once. Snow boots, prefferably sheepskin lined.
Late spring would be better for a visit, even early fall. January is a bit cold.

People up there are probably more likely to look down on it than other parts of the country. There isnt a very large black population there to begin with, so I doubt you will see many black/white couples because of that... then again maybe that makes it more likely that the blacks up there end up being with a white person.
You shouldnt let that stop you though... I'm sure its mostly old stuck up farts who would have a problem with it.

If you'll be taking I-80, then just west of Cheyenne is an amazing set of rock formations called Vedauwoo (pronounced "Vee duh voo"). The Native Americans saw the shapes of animals in these rocks and found them sacred. It's a great place to climb around (with or without gear) and perhaps have a picnic. Best of all, it's free. Also, there is a buffalo ranch just south of Cheyenne on I-25. Cheyenne itself isn't all that exciting.

they have a massive rodeo every year. i think its called the Stampede. Its their BIG deal. Cheyenne is also on the original Lincoln highway, which i believe was the first trans-continental highway.

My sister has lived there since 1972. She wears layers of clothing. A down jacket, a wool sweater, a cotton under sweater, a scarf, a hat with ears. She carries one of those hats with just eyes, ears, and mouth in case of emergency. She also wears extra pants when hunting elk, long johns under jeans for regular activities. Gloves that come with liners.
The car/truck has to be outfitted with something that keeps it warm. You plug it in overnight so the vehicle will start in the morning. In an emergency, lift the hood and put a blanket on the engine overnight.
