Four months have passed since rookie Palouse officer Brian Dentler threw WSU Professor of Biology, Charlotte Omoto, to the gravel while - outside the city limits - she walked a leashed Labrador retriever and its three unleashed seven week old puppies.
The City's first response to this July 4 incident was to serve the diminutive 57-year old Dr. Omoto a warrant for obstructing a public servant in the performance of his duties. According to the Whitman County Prosecutor's office, these charges were filed in Colfax 20 days after the incident occurred and two days after Palouse resident, Susan Williams, appeared before the Palouse City Council expressing her deep concern that a neighbor should be so treated. When asked on September 5 about this delay in filing, Mayor Michael Echanove replied (Sept. 21) "charges were filed within two days of the incident." When notified of the time discrepancy Sept. 22, Echanove replied three days later "our police department acted in a timely fashion."
