I am a high school senior and i live in Minnesota. I am black and was thinking about attending the University of Tennessee at Chattanooga, but, became a bit hesitant when i heard about the racism in Tennessee, is it really bad down there?

I now live in Cincinnati, Ohio, which is your "neck of the woods". But, I spent the majority of my life in the South Eastern portion of the United States..mostly Louisiana, and Tennessee.
With honesty, you will encounter from white people, the mind frame that there is a different between a black man and a "you know what", and you will not make many white friends. The majority of white people who associate with black people, are attempting to be thugs. You WILL see that.
You won't be hit, or cussed at and the idea of flat out acts of aggression because of your color are not likely.
However, things that you would consider racist in Minnesota, are everyday in the south.
I lived next to greenbrier tennessee, and in the year of 2008, there is only one black family in the entire city.
From black people, you will be called "brother". The United States or not, it is a different culture. It would be an interesting experience, if that's what you're looking for.

dont waste your money, they dont teach many practical things and their placement might get you a job at chili's or denny's, not the moneymaking night club you want to work at. Get a job as a barback at that night club and any drink you hear the name of lookit up at 3 in the morning when you get home. talk to the bartenders and go out with them for drinks. hands on training.by working hard and knowing the owners of a club you'll be one up on someone who went to a school and thinks a scotch and soda has coke in it.

I've lived around here for 31 years and I like it, but i wouldn't live inside the city limits. cost of living isn't too bad, transportation is great downtown . if you are any race but black I don't suggest moving into the city limits. jobs around here get hard to find some times but the payscales can be above average

You may be able to call county courts or sheriff's office & get a number and/or extension for jail information if they're not connected (they are here).

Is it better to go to Rock City or the Tennessee Aquarium in Chattanooga, TN?

They have expanded the Tennessee Aquarium so you may enjoy it more. They also have a deal running where you get a better price if you go to both the Aquarium and the Imax 3D Theater down the street.
If you decide to go to Rock City I'd suggest getting the package deal that lets you go to Rock City and Ruby Falls. At Ruby Falls you can go on the regular tour and also go in another part of the cave called the Haunted Cavern that is decorated for halloween.
Also in the area is Point Park, Incline Railroad, the Chattanooga Choo Choo, dinner on the Southern Belle River Boat, ride on the Tennessee Valley Railroad, and Raccoon Mountain.
