Elsberry is located at 39°10′9″N 90°47′13″W / 39.16917, -90.78694 (39.169041, -90.787026).
According to the United States Census Bureau, the city has a total area of 1.2 square miles (3.0 km²), all of it land.
As of the census of 2000, there were 2,047 people, 779 households, and 552 families residing in the city. The population density was 1,751.9 people per square mile (675.5/km²). There were 889 housing units at an average density of 760.9/sq mi (293.4/km²). The racial makeup of the city was 93.65% White, 3.27% African American, 0.64% Native American, 0.15% Asian, 0.64% from other races, and 1.66% from two or more races. Hispanic or Latino of any race were 1.95% of the population.
There were 779 households out of which 38.3% had children under the age of 18 living with them, 49.7% were married couples living together, 15.3% had a female householder with no husband present, and 29.1% were non-families. 24.4% of all households were made up of individuals and 11.2% had someone living alone who was 65 years of age or older.
