    Black Jack is a second-ring suburb of St. Louis, located in northern St. Louis County, Missouri, United States. The population was 6,792 at the 2000 census. Its name comes from a grove of Blackjack oak trees that grew by the riverbank in its current location. Black Jack is located at 38°47′27″N 90°15′43″W / 38.79083, -90.26194 (38.790799, -90.261885). According to the United States Census Bureau, the city has a total area of 2.7 square miles (6.9 km²), of which, 2.7 square miles (6.9 km²) of it is land and 0.37% is water. As of the census of 2000, there were 6,792 people, 2,422 households, and 1,789 families residing in the city. The population density was 2,553.3 people per square mile (985.9/km²). There were 2,587 housing units at an average density of 972.5/sq mi (375.5/km²). The racial makeup of the city was 26.31% White, 71.32% African American, 0.13% Native American, 0.35% Asian, 0.01% Pacific Islander, 0.35% from other races, and 1.52% from two or more races. Hispanic or Latino of any race were 0.66% of the population.     Question:
    Should community leaders ( councilman & alderman ) sanction local ordinances even if the mass community is in disagreement. The majority of citizen in Black Jack, Missouri do not share the opinion of the Black Jack city council as it relates to the definition of family. . The coucil did not ask the citizen that put them into office how they feel about the current definition or the decsision not to change the definition. I hope the State legislators come forward and rectify this situation for all parties involved.

The ordinances you mentioned is the legislative process of governing. The constituents can only influence, not control, the way an elected official governs. If the community gets angry enough at the leaders, the community will vote them out of the next election. This is the system of a republic as opposed to pure democracy, which is simply majority rule, as seen in California's proposition system.
