Questions Possibly Related to Clarksburg, MarylandProvided By Y! Answers
Is Children at Play Maryland at 301 916 7119 same as Clarksburg Family Childcare? Question: Is this the same operator at 13245 Windsong Lane that has an arrest record in Montgomery County, MD, Case # 2D00198599 (expunged?), dba Clarksburg Family Childcare, and whose court records can be found on http://casesearch.courts.state.md.us, Case #s 300534V, 70375FL, 2D00198599, etc?
Answer:
The advertisement for this business indicates the same operator for Children At Play Preschool / Childcare and Clarksburg Family Childcare (cfcch.org). Parents should investigate if operator has the credentials to be a preschool teacher or operator in Maryland. Looking at county website above, it shows that the property at 13245 Windsong, the site of this childcare facility, may be under foreclosure.

What is the latest regarding Gale Livingstone, the Clarksburg Family Childcare Center and her criminal case? Question: It was reported that she as a defendant accused of felony theft. In addition, three sets of foster kids have been removed by Maryland officials. Any more details would be helpful to several concerned parents.
Answer:
This is what other folks have passed on to me from others in Yahoo! Answers. It's from official State sources. It confirms the facts. PARENTS BEWARE. Gale Livingstone (aka Gail A and Gale Ann) is facing criminal charges. In addition, State sources indicate that foster children were removed from her home on at least three occasions in the last year! This she can not refute.
In addition to criminal charges, she has been in bankruptcy and been hauled into court by creditors, HOAs, etc. A complaint is being filed with Montgomery County on her having posted hate messages on the web that were directed toward protected classes of people in her community.
Furthermore, she has NOT been a licensed family day care provider for 15 years as her website suggests. She just received her license. Finally, I found that her HOA has prohibited the operation of businesses including child care businesses in the development. Does she really have any real experience in teaching children. Her own language skills as evidenced by prior postings are very poor. How can she even teach Spanish as she claims on her website?

What is the current status of Clarksburg Family Childcare and Gale Ann Livingstone? Question: There are reports that she has an arrest record in Maryland, foster children were removed from her care by child protective services, and that the operation of a child care business is prohibited in her community association? Is the association successful in its efforts? What is the response of local and state authorities?
In addition, what is the policy of renting out rooms in her residence while also having a day care business? She advertised on craigslist (Maryland) under two different aliases (email addresses) and telephone numbers. Wouldn't that mean unsupervised, unlicensed adults would have access to these children?
Answer:
Several community members are very troubled about the decision that was made to license and continue licensing the family day care business of Gale Ann Livingstone at 13245 Windsong Lane, Clarksburg, MD in light of the following:
1. Use of a restraining hold on a foster child last year by Livingstone while the child was in her care, and the removal of foster children several times in the last twelve months by Child Protective Services (CPS);
2. Livingstone’s arrest and subsequent court hearing for felony theft in March 2008 resulting in nolle prosequi—which is understood as neither an acquittal nor pardon by the court and allows the state prosecutor to file new charges;
4. Extensive litigation in which she is listed as a defendant, as evidenced by Maryland court records (see below);
5. Official prohibition of and widespread opposition to family day care in her community association that is currently being litigated;
6. Upcoming court battle with the alleged father of her teenage child, as evidenced by her recent complaint in court for paternity and support;
7. Recent June 14th advertisements on "craigslist" of two rooms for rent in Ms. Livingstone’s residence that also houses the day care business thereby allowing non-licensed persons (with no apparent requirement for background checks) to have possible access to children.
Given this environment and the uncertainty if the business will be in operation due to litigation and community prohibition/opposition, parents and guardians should be aware of these facts and of Gale Ann Livingstone’s history and assess for themselves what is best for their loved ones.
