Cold Spring is located at 39°0′50″N 84°26′0″W / 39.01389, -84.43333 (39.013769, -84.433392).
According to the United States Census Bureau, the city has a total area of 4.8 square miles (12.3 km²), all of it land.
As of the census of 2000, there were 3,806 people, 1,467 households, and 1,104 families residing in the city. The population density was 801.7 people per square mile (309.4/km²). There were 1,507 housing units at an average density of 317.4/sq mi (122.5/km²). The racial makeup of the city was 98.34% White, 0.42% African American, 0.21% Native American, 0.47% Asian, and 0.55% from two or more races. Hispanic or Latino of any race were 0.32% of the population.
There were 1,467 households out of which 31.3% had children under the age of 18 living with them, 66.6% were married couples living together, 7.1% had a female householder with no husband present, and 24.7% were non-families. 22.8% of all households were made up of individuals and 8.0% had someone living alone who was 65 years of age or older.
