Portland is located at 33°14′12″N 91°30′42″W / 33.23667, -91.51167 (33.236791, -91.511539).
According to the United States Census Bureau, the city has a total area of 1.1 square miles (2.8 km²), all of it land.
Portland is located on north-south US Route 165 at the junction with State Highway 278.
As of the census of 2000, there were 552 people, 213 households, and 152 families residing in the city. The population density was 511.1 people per square mile (197.3/km²). There were 247 housing units at an average density of 228.7/sq mi (88.3/km²). The racial makeup of the city was 55.62% White, 42.93% Black or African American, 0.18% Native American, 0.91% from other races, and 0.36% from two or more races. 2.72% of the population were Hispanic or Latino of any race.
